A 7 page paper that discusses the anthropological beginnings of the nation-state, and how states and non-states deal with social conflict. Anthropologists characterize all societies, whether states or non-states, as resolving conflict through what they call the 'universality of law.' In state societies, this has evolved to codified laws, court systems and violence--justified by John Stuart Mill. In non-state societies, peaceful arbitration and mediation are used instead.
